The program aims to extend and strengthen existing cooperation in the matter of asylum, immigration and the crossing of external borders (and the security of travel and identity documents) within the Member States of the Union, and enhance cooperation in the same areas with accession countries.
In order to meet these objectives, the program includes the following:
Priority will be given to cooperation projects to familiarise applicant countries with the accumulated body of EU law relating to the areas of asylum, immigration and the crossing of external borders. 2000 is the third year of implementation of the five-year program. Contact Address European Commission Important Remark The first phase of the Socrates program ended after 5 years on 31 December 1999. The formal decision of the European Parliament and the Council establishing the second phase of the Socrates program (SOCRATES II) was not taken until 24 January 2000. In order to preserve the continuity of the program the decision has therefore been made to implement SOCRATES II in two stages.
In Stage I the actions of the program will run along similar lines to SOCRATES I. Nonetheless, it must be noted that a number of changes have been introduced, in accordance with the SOCRATES II decision. Applicants are therefore advised to read carefully the Guidelines for Applicants 2000 and to use them in conjunction with the Guidelines for Applicants 1998. Stage II will introduce a number of more substantial changes to the program compared with SOCRATES I. This second stage of implementation will take effect in 2001. The Guidelines for Applicants 2001 should be published in Spring 2000. For certain SOCRATES II Actions the first deadline for the submission of proposals will probably be in November 2000. It seeks also in general to improve and adapt the training and skills of persons responsible for combating this form of crime in the Member States. In 1999 regional or international organizations, NGOs, national, regional and local authorities and official agencies, community-based organizations and public or private sector institutes and operators acting either individually or in consortium with other eligible entities were eligible for funding. The 2000 guidelines have yet to be drawn up.
The budget line covers both macro-grants, which are allocated via a call for proposals announced by the Commission in Brussels, and micro-grants which are managed by the Commission’s delegations in the countries concerned.
There has been a tendency within the Commission to use the macro-grants to fund mainly large-scale projects by Western European NGOs with a significant track record. It is still unclear what the minimum size grant will be in 2000, but previously the minimum size of most grants was 500,000 Euro.
The micro-facility provides grants up to 50,000 Euro. It is, however, unclear when/whether money will become available to the delegations to fund projects. In any case it will vary from country to country, so please contact the delegation of the European Commission in your country to obtain further information.
