The Center for Publishing Development or CPD (formerly the Regional Publishing Center) was established in 1996. It is a part of the Open Society Institute-Budapest, which assists the network of independent foundations created and supported by the philanthropist George Soros in over thirty countries, primarily in Eastern and Central Europe and the former Soviet Union. These foundations operate a very broad array of programs with the common goal of fostering the development of pluralistic and democratic societies. 

Books and electronic publications are an effective way to make the ideas and information needed by societies in transition accessible to a large number of people. Publishing is therefore an important component of many programs in the Soros foundations network. The Center for Publishing Development provides professional support for the publishing activities of the network and organizes several large-scale publishing projects of its own. 

The goal of all these projects and efforts is twofold. First, they are intended to support the publication of books and electronic publications which promote critical thinking, intercultural understanding, and excellence in education. Second, they aim to foster the development of a strong, diverse, and independent publishing industry as a vital institution of civil society in its own right.
