A small manual for fundraising
The present “small manual” for publishers seeks
to provide comprehensive information on funding opportunities for the
translation and publication of books by Central and East European authors.
The data presented below is also intended to supplement the joint East
Translates East project of the Center for Publishing Development and the
National Soros Foundations for support of translation in the region. Applications
submitted to this project which have secured contributions from other
sponsors have a better chance of succeeding.
The information in this manual is organized in
the following way:

PART I
CZECH REPUBLIC
Support for translations of Czech fiction
Description: The Ministry of Culture of the
Czech Republic provides support for translations of Czech fiction. All
types of prose and poetry, including books for children are eligible for
support (excluding, drama). Priority is given to contemporary works. Grants
cover the cost of translation and are given to foreign publishers (i.e.
those located outside the Czech Republic). There are bi-annual deadlines
for applications on 15 February and 15 September.

Czech Literary Fund
Grants for translators Single or long-term grants for translation projects,
travel bursaries covering travel expenses to seminars, etc. The fund also
endows several grants and prizes awarded by the Czech Translators' Association:

HUNGARY
Grants for translation of Hungarian books
Description: The Translation Fund works within the frame of the Hungarian
Book Foundation. It provides grants for translations from Hungarian and
functions as a literary information centre. The Fund gives financial support
to foreign publishers for translations of Hungarian literary works, from
60% up to 100% of the whole translation costs (depending on a decision
by the jury), after publication. The foreign publisher’s application must
be accompanied by:
• an application form
• a short presentation on the author, book,
translator and publishing house (last catalogue)
• a copy of the contract with the owner of
the rights’
• a copy of the contract with the translator
The bi-annual deadlines for applications are 31
March and 31 October each year. Grants will be considered only for books
to be published after these dates. All applicants will be contacted no
later than 30 days after the jury’s decision has been reached.
The Following criteria will be considered: the
literary merit of the proposed work; the applicant’s ability to carry
out the project (high quality translation and successful distribution).
The Foundation will transfer the sum granted directly
to the foreign publisher after receipt of three (3) copies of the foreign
language edition and a confirmation signed by the translator concerning
the receipt of his fee. A certificate from the local tax offices that
the publishing house pays taxes in their own country is also required.
The translation must be published within two years, otherwise the grant
is automatically cancelled.

Description: The database contains information
on existing translations from Hungarian into other languages. Searches
can be conducted based on the author, the title (of the original and of
the translation), the translator, the publisher and the year of publication.
A full of list of translations into a particular language can be easily
produced. It is also possible to produce a list combining the language
with the literary genre such as novel, drama, travel book, etc. The database
is available not only in Hungarian but also in English and German although
it is limited to literary works and excludes non-fiction.
POLAND
Polish Literary Fund
Description: The Polish Literary Fund was established in 1998 by the Ministry
of Culture and Art of the Republic of Poland in order to promote Polish
literature abroad. It aims to subsidize up to 100% of licensing costs
and translators' fees. Applications for subsidies may be submitted by
any publishers that commission and wish to publish translations in any
foreign language of literature written originally in Polish. The awarding
of subsidies will be decided by a panel of experts who review the applications
in the order that they are received.
Preference will be given to literary works and essays. However, albums
and non-fiction works will also be considered. More information and application

SLOVENIA
THE TRUBAR FUND
Description: The Fund is an informal co-ordinating body between the Slovene
Writers’ Association, Slovene PEN and the Vladimir Bartol Fund. The necessary
financial means for its activities were provided by the Ministry of Culture
of the Republic of Slovenia. The Fund promotes the translation of Slovene
literature into foreign languages; in order to achieve this goal it responds
to the written applications of foreign publishers willing to publish Slovene
authors in their native languages and contributes up to 50% of all publishing
costs.
Foreign publishers should address their application
to the Board of the Trubar Fund specifying the title, the name of the
author, the name of the translator, the length in pages, the number of
copies and the planned date of publication. They should also prepare a
financial estimate of all costs associated with publication: copyright,
royalties, layout, paper, printing and binding. The market risk, distribution
and promotion costs are not taken into consideration. Priority is given
to the works of living authors who are already well established in Slovenia.
The Board advises applicants to submit their applications in Slovene or
English, in written form, by regular mail.
Time limits
The Board consists of equal members (without a Chairman), representatives
of the institutions pooling their interests in the Fund. They convene
at least twice a year in March and September. Consequently, applications
received by the end of February and the end of August will be dealt with
promptly. The book selected by the board is to be published within six
months of the date of the written notice informing the publisher of the
Board’s decision. Following the expiry of the set term, the reserved funds
are available to other applicants. However, should the selected publisher
still want to publish the book after the expired term, they should submit
their applications again and they will be treated under the same conditions
as any other new applications to the Board.
Financial terms
Foreign publisher are required to provide the entire edition for which
they received financial support from the Trubar Fund with an inscription
stating that the book was published with the aid of the Trubar Fund from
Ljubljana, Slovenia. Immediately upon publication they should send to
the Fund 10 copies of the book, along with two original copies of the
invoice (signed and sealed) issue to be settled by the Trubar Fund in
exactly for the agreed-upon amount.

PART II
In Transitum – Balkan translators mobility fund
“In Transitum” – a Balkan Mobility Fund is the name of a new initiative
launched at the recent Frankfurt Book Fair. The Fund aims to increase
the quality and quantity of literary translations among the languages
of the Balkan region (Albania, Bosnia & Herzegovina, Bulgaria, Croatia,
Greece, Macedonia, Romania, Slovenia, Turkey and Yugoslavia). The fund
will sponsor a visit by a translator to the country of the language they
translate from of two weeks to one month. The following costs will be
covered: accommodation, subsistence, travel (up to $300), purchase of
publications like dictionaries (up to $75). Translators who have already
signed a translation contract with a professional publisher are eligible
to apply. Translators who have not signed a contract yet may apply for
one study visit. Application deadlines are on 1 February and 1 August.
