Dear Colleagues,
This is the first issue of the newsletter of the Regional Publishing
Center of OSI-Budapest. The need for such means of communication was
raised by Slavica Indzevska of OSI-Macedonia at the Network Publishing
Meeting held in Budapest in March. This biweekly (life will correct us
if we are wrong) publication should be a forum where you could read
about various publishing programs within our network both run by RPC
as well as local foundations, more general publishing issues, for
example Frankfurt Book Fair, and interesting Internet sites like
amazon.com mentioned in this issue.
An important reason for launching this newsletter is that we hope that
Forum should also be a platform for discussion on any topic related
to publishing that you think the others should know about - and that
you care as to share with them. You are welcome to raise any issue and
make any comment. We don't need to wait for the next Publishing Staff
Meeting to talk.
This newsletter will be used also as a vehicle for public
announcements from us and from you. And, last but not least, as we
know each other, there will some space for more personal information,
for example on new staff and others.
We hope to hear from you often. We hope that you will send us
information on your programs and your opinions on this newsletter. We
hope to stay in touch.

So far this program, our flagship project, has been started in 21
countries (most recent ones are Slovakia with 4 titles and Hungary
with 9). Romania, which was the first to start, is the leader with
three completed rounds of competition. The total number of

*** ISBN Seminar in Kazakstan ***
A seminar on ISBN was organized in Alatau near Almaty for
representatives of book sectors in Kazakstan, Kyrgyzstan, Mongolia,
Tajikistan and Uzbekistan on 28-30 April. One of the trainers was
Hartmut Walravens the Director of International ISBN Agency in Berlin.
Contrary to what you might think, this ten-digit number provoked very
heated discussions. The participants learned that it is ISBN that is
for publishers and not the other way (in fact, ISBN was invented by
publishers), and that ISBN is not a form of censorship or additional
taxation. It appeared that ISBN for a single title costs $30 in
Kazakstan and $15 in Kyrgyzstan (the other countries do not have ISBN
agencies yet). As ISBN ties up to many publishing issues, a lot of
them were also discussed, such as distribution, Books in Print,
application of ISBN in libraries, publishers associations, and book
policies. Each country presented situation in their book sector;
reports on this topic were circulated. In addition to providing
training, the purpose of this seminar was to stimulate opening of new
ISBN agencies in the countries where they do not exist yet. Follow-up
grants will also be given in countries which already have ISBN
agencies if they only oblige themselves to providing ISBNs to
publishers free of charge. [JC]
*** Book Support Colloquium in Budapest ***
"Balancing Subsidies and the Market: A colloquium on support models
for university-level publishing in small-market countries" was the
title of a meeting organized by RPC in Budapest on 20 and 21 May. This
event examined various models of support existing in small countries
in both Western (Austria, Denmark, Norway) and Eastern Europe (Czech
Republic, Estonia, Hungary, Slovakia, Slovenia). Some papers from this
conference as well as a few separately commissioned ones will be
published in book form. [JC]

*** Frankfurt Book Fair/Annoucement ***
Frankfurt Book Fair will take place this year on 15-20 October. RPC
has booked several rooms in hotels Am Eichwald and and ParkHotel in
Bad Soden (we tried to book something closer to Frankfurt but already
in November everything was booked up). Please let us know if you would
like to stay in this hotel by 27 June. We would need to know the
number of people coming, names, gender, and period of booking. In case
you need an invitation, please provide us also with your passport

This nicely designed little book (88 small pages) presents factors to
be considered for developing national book policy as well as the
notions of national book policy, book law and national book council.
The most interesting and stimulating issue discussed here is the
structure of the book sector and possible support instruments in each
of its elements. A model book law can be found in one of the
appendixes.
This book may be useful not only for the supporters of national book
policy but also for anybody who wants to understand better
interactions among different elements of the book sector and its legal
regulations.

*** INTERNET Bookshops ***
At the moment, one of the best ways to buy English-language books over
the World Wide Web is through Amazon.com (http://www.amazon.com),
"Earth's Biggest Bookstore". The site contains a database of
approximately 2.5 million titles. Books which are in print can usually
be shipped within a few days; Amazon can also search for out-of-print
titles. When placing an order, you are told the exact price (if this
changes, your consent is requested by e-mail), and you can choose the
method of shipment (DHL which takes 3-4 days, or "world mail" which
takes about 10-15 days to Central Europe, or surface mail which takes
over month). Amazon is very efficient about keeping the customer
informed about the progress of an order, and about any problems that
arise. Their book descriptions are updated daily. Discounts between
10% and 40% are offered on a majority of titles. Payment is best made
by major credit cards (Visa, American Express, MasterCard), which can
now be done quite securely if you are using Netscape or Explorer.
Amazon is now facing very stiff competition from large American
booksellers chains such as Barnes and Noble
(http://www.barnesandnoble.com).
