Focusing on the effective use of information and communications technologies in areas critical to the development of open society, we aim to -

1. Lead the evolution of a sustainable electronic publishing industry in support of the OSI's core strategy for the development of open societies.

2. Initiate pilot projects that explore the innovative use of technology for creating, disseminating and accessing information. These projects will focus on the innovative use of information and communications technologies (ICT's) in sectors relevant to the OSI's mission (e.g., education, civil society, media, legal reform, and public health). Where possible, we wish to have partners in these projects from the private or not-for-profit sectors. We plan that these projects should be quality models for other organisations.

3. Strengthen and develop local content creation. Due to the increasing West-East push of content in electronic format, the development of local information for local and global audiences needs to be encouraged, through training and raising critical awareness. The development of local knowledge also includes more focused use of technology for specific needs, such as the use of the Internet by non-governmental organisations (NGO's) for advocacy and campaigning.

4. Foster region-to-region collaboration in the development of digital and interactive media.

5. Provide electronic information consultancy and support services to other programs of the OSI as well as to national foundations. We will develop strategic alliances - with international funding bodies, with academia, libraries, NGO's, and content-generators worldwide, and with the private sector in the West, co-operating closely with other OSI programs.
