The work of EPSU is guided by the following principles:

• supports the strategic direction and mission of the Soros Foundation Network
• supports building capacity of national foundations
• adds value
• has clear and realistic expectations of results
• is committed to the dissemination of results
• is guided by a workplan and mutually agreed follow-up
• links to appropriate use of local and international expertise
• works according to clearly defined roles for both EPSU and National Foundations
• builds partnerships with outside organizations
• has impact on national institutions
• collaborates with national and regional programs of the Soros network
