Project information

Slovenia was funded in September 2002 and began implementation immediately. In the 2004-2005 year, the project operated as follows:

Number of Roma children - 51

The major implementing partners are the Developmental Research Centre for Educational Initiatives (DRCEI) Slovenia, Slovenian Roma Association, Roma Association of Leskovac, Regional Roma Association of ROMANO GAV, Association of Friends and Youth, Slovenian Adult Education Center, and Peace Institute.

In the Slovenian model, the focus is on children ages four to 15 years of age. Local NGOs, medical centers, municipalities, and Adult Education Centers are highlighted. The focus is on developing inclusive classrooms through the professional development of teachers, including mentoring. Step by Step modules are adapted to school needs; Reading and Writing for Critical Thinking (RWCT) is adapted for Adult Education Centers. REI Slovenia has supported literacy programs for adults in cooperation with various state institutions. The programs offer a completion of primary school (7th or 8th grade) and literacy programs (1st to 6th grade) for adults in the community.

When asked about the most significant elements of their model, the Slovenian team emphasized the focus on desegregation, the involvement of Roma teaching assistants, and the training of teachers to create inclusive classrooms.

Project Summary

The goal of this innovative project is to de-segregate schools in communities with large Roma populations by building a structure to promote school success for Roma children within the country in selected regions. In doing so, the Project will also generate models of good practice which can be replicated through the public education structures of the country.

The Project will inspire Roma families to take full advantage of their statutory rights to meaningful and equitable educational opportunity for their children, and will work to enable state-funded educational providers to meet their obligations towards these children and their families effectively, caringly and respectfully.

The project is aimed to develop, implement and evaluate a model of integration of Roma children in quality education in preschools, primary schools, vocational and secondary schools to ensure equal opportunities and social justice.

The project is presently preparing conditions for implementation in three sites - Leskovec pri Krškem, Semic and Škocjan. It will implement the model into practice and will monitor and evaluate the results. It will then disseminate to other schools with Roma children by establishing a network of schools. In the process, it will include and coordinate all partners on local and national levels. The Model will be comprehensive in aspects of prevention, intervention and rehabilitation in combating educational disadvantage and segregation in Roma communities. It will focus on vertical integration in educational provision for Roma children up to 18 years.

The Methodology of the project is as follows: to introduce personal and professional development for teachers, introducing sensitization seminars for involving sites and communities to bring together all involved. The pedagogical methods will be Step by Step child-centered approaches, Reading and Writing for Critical Thinking, school improvement, and community development by self-organization. These methods will be respectful to different culture, language and developmentally appropriate practice. It will use a variety of methods such as co-operative learning, democracy development, high academic expectations, and anti-bias curriculum to achieve social integration of Roma children in partnership with parents and community. The link between schools and communities will be provided by a Roma coordinator and local Roma NGO's. The project's design includes many activities aimed to reduce isolation and biases of the Roma and non-Roma communities. The project will ensure policy changes on educational and social field.
