According
to the Regional Inspectorate 5 % of the region's population
are of Roma origin; in municipal schools - around
10-13 %, mainly in primary and elementary schools.
Roma population is distributed evenly across the region;
there are Roma communities in every municipality.
If they choose to leave home for further education,
Roma go to SPSs in Lovech, Iablanitza, Teteven, Pleven,
and Mezdra. The school authorities cannot encompass
the totality of Roma children due to incessant family
migrations. Roma children who have not attended kindergarten
have difficulty speaking Bulgarian and socializing.
Parents expect that the school would offer food and
shelter during the winter, and send the children for
these reasons, rather than to acquire education. A
low percentage try their luck in SPSs but often times
fail. Around 1-2 % of Roma acquire university degree.
