August 1999 Forced Migration Projects Archive Dear Colleague: I want to let you know that in September I will become a Senior Fellow at the Council on Foreign Relations focusing on forced migration studites and preventive action. My work will draw upon the expertise of the Council's membership to identify and prioritize potential humanitarian crises, to formulate and urge appropriate policy approaches, and to monitor these responses in order to promote a preventive orientation in policymaking.
