FMP published a handbook for migration-related non-governmental organizations considering to work in the former Soviet Union, entitled Protecting Eurasia's Dispossessed: A Guide for NGOs in May 1996. This publication is a practical guide that seeks to address how one can help build the capabilities of independent organizations concerned with refugees, internally displaced persons, and migrants in the former Soviet Union. As a result of a significant survey effort, the handbook identifies local NGOs that are active in this field. It also describes the obstacles both local and international organizations face, and suggests how such obstacles might be surmounted.
